GOD IS ON THE MOVE INSIDE THE WHITE HOUSE - An urgent Call for Intercession and Inside report on what God is doing among the staff and the President - by Steven Lockard

Dear Steve, [moderator of THE ELIJAH LIST]

Greetings in the Wonderful Name of JESUS! My name is Steve Lockard. I have pastored World Harvest Christian Embassy for the past 17 years in Annapolis, Maryland. I also have a strong prophetic anointing on my life. I am ordained with Dr. Lester Sumrall's organization World Harvest Ministers Network.

I have been receiving "The Elijah List" for a few months now and appreciate your service to the Body of Christ. I believe I sense your heart in it and that's the reason I am writing you. I would like solicit prayer from you and if at all possible your subscribers.

At the beginning of 1998 one of the things God told me was that it was the year of the "Open Gates". Little did I know that one of the gates that would be opened to me was at the White House. Without going into details, God has opened that gate and given me incredible favor. I have been going there twice a week for the past seven months. The Lord has given me the mandate of bringing in the Glory of God and the fire of revival to the White House. I preach a Bible Study every Tuesday at noon for the staff. The people are so excited and hungry for the move of the Spirit. They actually wanted me to come every day! God is branding them with the same intense desire for Revival as I have. Every Thursday night I go to pray and hold a prayer meeting with a "select group" of people. God has always given us an open Heaven. Most of the time the meetings last four hours! He has been pouring out His Spirit in an unprecedented measure. I have the privilege of walking the hallways and visiting the offices to pray and prophesy the Word of the Lord. I can go as often as I feel the Lord wants me there. Once a week, after hours, I go to the Oval Office (without the President.), the Cabinet rooms, sometimes the Vice President's office, the First Lady's office, and many of the offices of the Presidential Staff. I lay my hands on the President's and Vice President's chairs for an impartation. There is always a tangible anointing. Many times I have prophesied into the Oval Office the Word of the Lord and the Glory always manifested. Sometimes I can hardly stand it gets so strong. I have taken John Davis, the Ambassador sent out from The Brownsville Revival. He was so impressed that he has told people that the Spirit of Revival is as strong there as it is in his revival services!

God has shown me that because the White House is the "natural seat" of power in the Nation it is also the "spiritual seat" of power. He has spoken to me and said that he has raised me up to operate from that "spiritual seat" of power to effect revival at the White House, Capitol Hill, Washington D.C., and the Nation. The Lord has spoken that I am there to close the gates of hell and open the gates of heaven over the White House and our Nation. This is a Divinely ordained opportunity for the entire Body of Christ. The Lord spoke to me a few weeks ago and said that when I go there He sees me like the High Priest of the Old Testament with the twelve stones on his chest, representing the twelve tribe of Israel. He said that I represent all of the tribes, the whole Body of Christ there before Him. The Lord spoke to me when I first started to go there that we (the Body of Christ) have been think too little, too long, but it's not too late!

I believe that what I am doing is incredibly important not just for the White House but also for the Nation. I see this as a catalyst for the fulfillment of all of the prayers and prophecies spoken over the White House and this Nation for many generations. We have truly been making HIStory at the White House. I know the powers of darkness are being destroyed and a great breakthrough and revival are coming to the White House and our Nation. We are taking the White House to the Glory of God. One of the prophetic words the Lord gave me for 1999 is, "the Jordan has parted it's time to march in and take the land"!

God has already raised up intercessors across the Nation. I have an email Update that I send out once a week concerning what has happened that week, what the Spirit is saying, and how to pray in accordance with it. It's called the White House Invasion Prayer Update or WHIP for short. I have attached this week's Update at the end of this email. If you would like to be added to the list please let me know. WHITE HOUSE INVASION PRAYER UPDATE 01/08/99 (WHIP)

Victorious greetings from the "FRONT LINE" at the White House!

I trust everyone is having a Spirit filled New Year!

The Spirit's call is "Come And Dine in '99". He has prepared a table before us in the presence of our enemies! Psalm 23 is going to be very important to us this year.

"EVERY THING'S IN LINE FOR '99"

This week's WHIP Update is going to be out of sequence. I haven't sent out an update for the New Year's Eve Service I held at the White House because so much happened. I just haven't had time to digest it and condense it into an Update. The service lasted almost six hours! Fortunately we taped the entire time. We even ended up at Capitol Hill at 1:00 am in the morning! The whole time was very prophetic and crucially important for the Body of Christ. I released many prophetic words over the White House, the Nation and the Body of Christ. I was also able to share a few visions the Lord had given me. America and the Body of Christ in America will never be the same! America shall be saved!!! I will get out that Update as soon as possible.

This past Tuesday's Bible Study went great. I continued preaching on "Make Womb For God". A teaching about giving birth to the plan of God and bringing forth Jesus into our generation with all of His power, glory, and majesty! The staff that attends are so hungry and open to the flow of the Spirit! They get so excited and they always want more! Last week someone actually gave an offering for the work there! They are sowing into Revival and their future at the White House!

Jesus Christ is building His church at the White House and the gates of hell shall not prevail against us! He has given me the keys of the Kingdom of Heaven to operate under His authority there! We are taking the land!

Now for last night. 01/07/99

What a glorious time we had! The Lord gave us an open heaven and poured out His Spirit upon us!

For the past couple of days I've really had the salvation of the President strong on my heart . It started at noon on Tuesday at the weekly Bible Study/Prayer Service. I looked out the window of the room in which I hold the meeting and I saw the President getting out of his limo and entering the West Wing where the Oval Office is.

Yesterday as I set my heart to seek God's face as to what His desire was for the night, He put in my heart to pray for Bill Clinton's salvation. So that's what we did. I spoke the Word, preached, prayed and prophesied for two hours concerning the President's salvation. There was a very strong, intense anointing upon it all. At times when I stood there looking over at the President's Residence I could feel the power of the Holy Spirit just moving over there. The Lord was definitely speaking to him. There was weeping, travail and much praying in the Spirit. At one time as I was praying in the Spirit and interpreting, up out of my spirit came "wrestle with him Lord like you wrestled with Jacob... Change his nature and give him a name change just like you did Jacob... May he find a Rock for a pillow and have visions and revelations of the night of Jesus". (Gen. 32, Gen. 28)

I just found out yesterday that a former campaign manager for the President when he was Governor in Arkansas got saved. I think it was in December. Anyhow, he got in touch with the President all excited about a painting that someone had done of him in the Oval Office on his knees praying and repenting before God. The name of the painting is "Repentance". The President told him that he had to have it. So the man obtained it and shipped it to the President right away. We have Betty Currie checking in on it to find out where he put it.

Following are some of the Scriptures I used. There was quite a bit of specific quickening from the Spirit on how these applied to our praying and the President. I believe as you personally seek the Lord He will show you how they pertain.

(1 John 5:14-15 NIV) "This is the confidence we have in approaching God: that if we ask anything according to his will, he hears us. {15} And if we know that he hears us--whatever we ask--we know that we have what we asked of him."

(2 Peter 3:9 NKJV) "The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance."

(1 Timothy 2:3-6 NKJV) "For this is good and acceptable in the sight of God our Savior, {4} who desires all men to be saved and to come to the knowledge of the truth. 5 "For there is one God and one Mediator between God and men, the Man Christ Jesus, {6} who gave Himself a ransom for all, to be testified in due time."

(Isaiah 42:6-7 NKJV) ""I, the LORD, have called You in righteousness, And will hold Your hand; I will keep You and give You as a covenant to the people, As a light to the Gentiles, {7} To open blind eyes, To bring out prisoners from the prison, Those who sit in darkness from the prison house."

(Luke 4:18-19 NKJV) ""The Spirit of the LORD is upon Me, Because He has anointed Me To preach the gospel to the poor; He has sent Me to heal the brokenhearted, To proclaim liberty to the captives And recovery of sight to the blind, To set at liberty those who are oppressed; {19} To proclaim the acceptable year of the LORD.""

(Acts 26:16-18 NKJV) "'But rise and stand on your feet; for I have appeared to you for this purpose, to make you a minister and a witness both of the things which you have seen and of the things which I will yet reveal to you. {17} 'I will deliver you from the Jewish people, as well as from the Gentiles, to whom I now send you, {18} 'to open their eyes, in order to turn them from darkness to light, and from the power of Satan to God, that they may receive forgiveness of sins and an inheritance among those who are sanctified by faith in Me.'"

(Ephesians 1:16-23 NKJV) "do not cease to give thanks for you, making mention of you in my prayers: {17} that the God of our Lord Jesus Christ, the Father of glory, may give to you the spirit of wisdom and revelation in the knowledge of Him, {18} the eyes of your understanding being enlightened; that you may know what is the hope of His calling, what are the riches of the glory of His inheritance in the saints, {19} and what is the exceeding greatness of His power toward us who believe, according to the working of His mighty power {20} which He worked in Christ when He raised Him from the dead and seated Him at His right hand in the heavenly places, {21} far above all principality and power and might and dominion, and every name that is named, not only in this age but also in that which is to come. {22} And He put all things under His feet, and gave Him to be head over all things to the church, {23} which is His body, the fullness of Him who fills all in all."

(Ephesians 2:1-10 NKJV) "And you He made alive, who were dead in trespasses and sins, {2} in which you once walked according to the course of this world, according to the prince of the power of the air, the spirit who now works in the sons of disobedience, {3} among whom also we all once conducted ourselves in the lusts of our flesh, fulfilling the desires of the flesh and of the mind, and were by nature children of wrath, just as the others. {4} But God, who is rich in mercy, because of His great love with which He loved us, {5} even when we were dead in trespasses, made us alive together with Christ (by grace you have been saved), {6} and raised us up together, and made us sit together in the heavenly places in Christ Jesus, {7} that in the ages to come He might show the exceeding riches of His grace in His kindness toward us in Christ Jesus. {8} For by grace you have been saved through faith, and that not of yourselves; it is the gift of God, {9} not of works, lest anyone should boast. {10} For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand that we should walk in them."

(2 Kings 6:17 NKJV) "And Elisha prayed, and said, "LORD, I pray, open his eyes that he may see." Then the LORD opened the eyes of the young man, and he saw. And behold, the mountain was full of horses and chariots of fire all around Elisha."

(2 Kings 6:20 NKJV) "So it was, when they had come to Samaria, that Elisha said, "LORD, open the eyes of these men, that they may see."

And the LORD opened their eyes, and they saw; and there they were, inside Samaria!"

(Psalms 119:18 NKJV) "Open my eyes, that I may see Wondrous things from Your law."

(Proverbs 20:13 NKJV) "Do not love sleep, lest you come to poverty; Open your eyes, and you will be satisfied with bread."

(Numbers 24:4 NKJV) "The utterance of him who hears the words of God, Who sees the vision of the Almighty, Who falls down, with eyes wide open:"

The Spirit also had me pray for his protection because when he gets saved he will have more enemies than what he does now. The shadowy figures behind the government will be very upset! Not to mention satan himself! I wish I could share with you the things I have found out!

I know that the Spirit is wooing him very strongly at this time. We need to focus in on this with a concerted effort and continue to pray for his salvation. A few months ago in our weekly prayer service at my church I heard the Lord speak to me very distinctly and say, "I'm going to sneak up on Bill Clinton". It's going to happen. Whether it's in Office or out of Office I don't know but I do know what God has said! I hope it's in Office!

America. God is turning up the intensity. This is going to be a great year of Divine impartation in many areas but especially in the arena of prophetic intercession!

Our finest hour is rapidly approaching!

Too many people are judging America with a "former word" and not a "current word" of the Spirit. (You know what I mean Jonah!)

Don't let the kingdom of this world tarnish your vision of the Kingdom of God!

Jesus Christ is establishing His Kingdom and His Church in the White House and in our Nation.

The Body of Christ needs to recapture God's vision for this Nation! Revival fires shall burn from coast to coast and border to border! It's time to sell out to the Spirit and pray like never before!!! It's time for the Body of Christ to stop being so self centered and self absorbed and to focus on taking this Nation! It's the Church's fault this Nation is in the shape that it is in and it's going to be our privilege, in this generation, to bring back this Nation to God! Yes, I actually believe what I preach!
